CBN is banned in Japan… but there’s one small exception.
Japan officially banned CBN starting June 1, 2026. Not “kind of restricted,” not “harder to get” but fully designated as a specified drug by the Ministry of Health, Labour and Welfare (MHLW). It’s now illegal to buy, sell, possess and use. No more buying it casually, no more “just one puff before bed,” no more gummies tucked away for stressful days. CBN is done.
Unless… you qualify for medical use. And that’s the part everyone is confused about right now — how that actually works in real life. Because there are people who claim to be using it medically, to help with sleep, anxiety, pain, etc.
So let’s walk through it together without the government jargon.
First, Let’s Clear Up the Timeline (Because This Matters)
CBN was completely legal until May 31, 2026.
The ban itself started on June 1, 2026.
But there was this slightly stressful date floating around: April 17, 2026. That’s wasn’t the ban date — it’s just the “if you want your paperwork sorted by June 1, don’t sleep on this” deadline. It also doesn’t mean that was the absolute deadline to get a medical use certificate.
If you’re applying for medical use, getting your documents submitted by April 17 gives you the best chance of being approved before June hits. After that, you can still apply but you might end up in a weird limbo where you technically qualify but don’t have your official confirmation yet. So if you don’t want any pauses in being able to medicate with CBN, April 17th is your deadline.
FWIW: April 17, 2026 was only relevant if you didn’t want any gaps in being able to legally use CBN. It’s a moot point now.
Who Can Actually Qualify for Medical CBN?
Unfortunately for a lot of us, this isn’t just a, “I sleep better with it” situation.
The medical exception is specifically for people with intractable conditions — meaning ongoing, difficult-to-treat illnesses where other treatments haven’t worked. And even then, it’s not self-declared. Your doctor has to agree that continuing CBN use is medically necessary.
So this is a narrow door. It’s open… but it’s not wide.
Do I think many people will be able to squeeze through this loophole? Truthfully, no, not really.
Japan’s medical system tends to be cautious, and CBN — especially in the form people are currently using it — isn’t exactly a standard, widely recognized treatment here. So for many doctors, this is going to feel unfamiliar at best… and uncomfortable at worst.
That said, “unlikely” doesn’t mean impossible. If you have a legitimate, documented condition and a doctor who understands your situation (especially one who’s open-minded or already working with alternative or harder-to-treat cases) there is a real pathway here. It’s just not designed for casual use, and it’s definitely not designed to be easy.
So maybe think of it less like a loophole… and more like a very specific, tightly controlled exception.
Okay, So How Do You Actually Get the Medical Certificate?
This is where it sounds complicated — but once you see the flow, it’s honestly just a very paperwork-heavy process.
Here’s what it looks like step-by-step:
- Step 0: See a doctor
You’ll need to visit a medical professional and explain your situation. If they determine that CBN is necessary for your condition, they’ll issue an official medical certificate (it has to be recent — within the last six months). - Step 1: Get your diagnosis paperwork
This is the formal medical certificate from your doctor confirming your condition and the need for CBN. - Step 2: Submit your usage report
You (or a proxy — parent, spouse, family member, etc.) will fill out a document basically saying:
“Yes, I am using CBN for medical purposes.” - Step 3: Request a medical opinion
Another form gets submitted requesting an official opinion from a relevant medical society. Sounds intense, but it’s just part of the chain. - Step 4: Mail everything to the MHLW
Bundle all your documents together (doctor’s certificate + forms) and send them by post.
Yes… actual mail. No online form. No upload button. Just paper. - Step 5: Wait for review
The MHLW reviews your documents and forwards them to a medical society for evaluation. - Step 6: Receive your confirmation letter
If approved, you’ll get an official confirmation letter mailed back to you.
And that letter? That’s the golden ticket.
Without it, you’re treated like any other non-medical user once the ban starts. With it, you’re officially allowed to continue using CBN.

So… If You Get Approved, Where Do You Actually Buy CBN?
This is the question everyone really wants answered.
Short version?
You won’t be shopping the way you are now.
After June 1, CBN stops being a casual, consumer product. It becomes something that can only be handled under strict rules.
Shops and companies that want to continue dealing with CBN will need to register, submit official pledges, track inventory, and report everything properly to authorities.
And most importantly, they can only sell to:
- Patients who have that official confirmation letter
- Or other licensed businesses
What we’ll probably see is a much smaller, tightly controlled ecosystem where only certain sellers continue and only for verified medical users.
So access is about to become more limited, but not impossible.
Final Thoughts (From Me to You)
This whole shift is… big. For a lot of people, CBN has quietly been part of their routine. And now suddenly, it’s prove you need it medically. Not exactly a chill transition.
But if you do fall into that medical category, there is still a path forward. It just takes a bit of planning, a cooperative doctor, and some patience with paperwork. If you’re even thinking about applying, don’t wait too long to start the process.

日本でCBNの医療用証明書を取得する方法
CBNは日本で禁止されました。……でも、ひとつだけ小さな例外があります。
日本では2026年6月1日から、CBNが正式に指定薬物として規制対象になりました。「ちょっと規制が厳しくなった」とか、「手に入りにくくなった」というレベルではありません。厚生労働省によって指定薬物に指定され、現在は購入・販売・所持・使用が違法です。
もう気軽に買うことも、「寝る前にひと吸いだけ」も、ストレスの多い日に備えてグミをしまっておくこともできません。CBNは、基本的に終了です。
ただし……医療目的での使用に該当する場合は、例外があります。
そして今、いちばん混乱を招いているのがこの部分です。実際のところ、医療目的の使用はどういう仕組みなのか。睡眠、不安、痛みなどへの対処を目的として、医療目的でCBNを使っていると話す人もいます。
そこで今回は、ややこしい行政用語はできるだけ抜きにして、この例外が実際にはどういうものなのか、一緒に整理していきます。
まずはスケジュールを整理しておこう（ここ大事）
CBNは2026年5月31日までは完全に合法でした。
規制が実際に始まったのは、2026年6月1日です。
ただ、その前に少しややこしくて不安をあおるような日付として出回っていたのが、2026年4月17日。でも、これは「禁止になる日」ではありませんでした。
簡単に言えば、**「6月1日までに必要な手続きを間に合わせたいなら、4月17日までには動いておいたほうがいい」**という目安の締切です。もちろん、4月17日を過ぎたら医療使用に関する証明を申請できなくなる、という意味でもありません。
医療目的での使用を申請する場合、4月17日までに必要書類を提出しておけば、6月1日になる前に手続きが完了する可能性が高くなります。4月17日以降でも申請自体はできますが、条件を満たしていても正式な確認がまだ出ていない、という少し宙ぶらりんな期間が生じる可能性があります。
つまり、CBNを医療目的で合法的に使える状態を途切れさせたくない人にとっては、4月17日が実質的な目安だった、ということです。
ちなみに、2026年4月17日という日付が重要だったのは、「合法的に使えない空白期間を作りたくない人」にとってだけ。 今となっては、もう過去の話です。
医療用CBNの対象になるのはどんな人？
残念ながら、「よく眠れるから」という理由では対象になりません。
医療例外が認められるのは、難治性疾患のある方です。
つまり、他の治療法では十分な効果が得られなかった、継続的で治療が難しい症状がある場合。
さらに、それも自己判断ではなく、医師がCBNの継続使用が医学的に必要と判断することが条件になります。
なので、かなり狭い入口です。
開いてはいるけど…広くはない。
正直に言うと、多くの人が簡単にこのルートを通れるとは思っていません。
日本の医療は基本的に慎重ですし、今のような形で使われているCBNは、まだ一般的な治療として広く認識されているわけではありません。
そのため、多くの医師にとっては「よく分からない」「判断しにくい」ものになる可能性があります。
とはいえ、「難しい＝不可能」ではありません。
しっかりとした診断歴があり、状況を理解してくれる医師（特に柔軟な考え方を持っている、または難治性のケースを扱っている医師）であれば、現実的な道はあります。
ただし、これはカジュアルな用途のための制度ではなく、簡単に通る仕組みでもありません。
なので、「抜け道」というよりは、厳密に管理された例外措置と考えるのが近いです。
医療用証明書の取得方法（ステップ解説）
一見ややこしそうですが、流れ自体はシンプルです。
ただし、書類は多いです。
- ステップ0：医師の診察を受ける
医療機関で診察を受け、CBNの使用が必要と判断された場合、診断書を作成してもらいます（発行から6ヶ月以内のものが必要）。 - ステップ1：診断書の取得
医師が作成する正式な診断書です。 - ステップ2：使用報告書の作成
本人または代理人（家族など）が、「医療目的でCBNを使用する」旨の書類を作成します。 - ステップ3：意見書の依頼
学会等に意見書の発行を依頼する書類を作成します。 - ステップ4：厚生労働省へ郵送
診断書＋各書類をまとめて提出します。
はい、郵送です。オンライン申請はありません。完全に紙です。 - ステップ5：審査
厚労省が書類を確認し、学会へ送付して審査が行われます。 - ステップ6：確認書の受領
承認されると、「確認書」が郵送で届きます。
この確認書がすべてです。
これがないと、6月以降は一般利用者と同じ扱いになります。
これがあれば、正式にCBNの継続使用が認められます。

見落としがちな注意点
この手続きは、ちょっとしたミスで時間を失いやすいです。
記入漏れや不備があると、受理されない可能性があります。しかも郵送ベースなので、やり直しになると時間ロスが大きいです。
また、現時点ではオンライン申請はなく、すべて紙での提出になります。ただし、日本全国どこからでも申請は可能です。
正直、かなりアナログです。でも、不可能ではありません。
承認された場合、CBNはどこで買えるの？
ここが一番気になるところですよね。
結論から言うと、今までのようには買えません。
6月1日以降、CBNは一般的な商品ではなく、厳格に管理される対象になります。
販売を続ける事業者は、誓約書の提出、在庫管理、定期報告などを行う必要があります。
そして販売できる相手は：
- 確認書を持っている患者
- または他の事業者
つまり、これまでのような気軽なオンライン購入や一般販売は、かなり難しくなる可能性が高いです。
今後は、より限定された環境で、医療用途に限って提供される形になっていくと考えられます。
なので、入手は難しくなりますが、不可能ではありません。
最後に（正直な気持ち）
この一連の変更は……かなり大きいです。
CBNを日常的に使っていた人は少なくありません。それが突然、**「医療目的で本当に必要だと証明してください」**という話になったわけで、正直かなり落ち着かない移行です。
ただし、医療目的での使用に該当する場合は、今でも道が完全に閉ざされたわけではありません。必要なのは、少し早めの準備と、協力してくれる医師、そして書類手続きに付き合うためのちょっとした忍耐です。
